Karmi Leiman is an international trade policy and compliance expert with over 30 years of experience. In 2023, he founded Leiman Consulting LLC, where he provides guidance to clients on export compliance matters. He helps both large and small firms to develop internal compliance programs to navigate the increasingly complex government-mandated obligations arising from the technology rivalry between the United States and China. Mr. Leiman’s clients include the global semiconductor leader, GlobalFoundries (GF).

Prior to founding Leiman Consulting, Karmi spent over a decade at GF in varying roles, culminating as the VP of Government Affairs and Global Trade. At GF, he created and led the company’s import and export compliance department. He played a pivotal role in describing geopolitical risk and the impact of export controls during the company’s IPO in 2021. Prior to GF, Karmi was the Director of Global Trade Compliance at NetApp, and the Senior Director of Trade Compliance at Teleflex Incorporated. His leadership at both companies helped establish robust, best-in-class trade compliance programs, earning recognition from government officials and peers in the Silicon Valley trade compliance community. Karmi was the co-Chair of the Semiconductor Industry Association’s Export Committee.

Karmi started his career at the U.S. Department of Commerce as an Import Compliance Specialist before advancing to the private sector, where he founded Davis & Leiman PC, an international trade law and consulting firm. His portfolio spans across numerous industries and countries, demonstrating his adaptability and in-depth knowledge of international trade issues. Karmi is an expert in the US Export Administration Regulations (EAR) and International Traffic in Arms Regulations (ITAR), and has strong knowledge of export control regimes in non-US jurisdictions, including the Singapore Strategic Goods Control Act. Karmi is licensed by US Customs and Border Protection as a Customs Broker.
